The Department of Livestock Development (DLD), under the Ministry of Agriculture and Cooperatives, oversees the implementation of HACCP systems at export-oriented facilities and issues HACCP certificates to factories that meet the required standards.<\/p>\n\n\n\n<p>The DLD conducts annual audits of export facilities to confirm that HACCP controls are functioning properly. If non-conformities are found, corrective actions, suspension of certification, or other measures may be imposed.<\/p>\n\n\n\n<p>In addition to a ministerial regulation enacted in 2005 requiring slaughterhouses and similar facilities to implement HACCP, Thailand also introduced rules in 2021 concerning the issuance of GHP (Good Hygiene Practices) and HACCP certification for export facilities. However, industry-led voluntary standards have been established and widely adopted. The most representative example is AS5812:2017, the Australian Standard for the Manufacturing and Marketing of Pet Food, which sets out detailed requirements covering raw material sourcing, processing, heat treatment, labeling, storage, and recalls.<\/p>\n\n\n\n<p>Although this standard is voluntary, it has been widely adopted by members of the Pet Food Industry Association of Australia (PFIAA), and it is said that more than 95% of pet food produced for sale in Australia is manufactured in compliance with AS5812.<\/p>\n\n\n\n<p>The government also recognizes AS5812 as the foundation of pet food safety, and future mandatory implementation has been discussed, including in the 2021 Senate inquiry report. An RMP is a comprehensive hygiene and safety management plan based on HACCP principles that identifies and controls hazards throughout the manufacturing process.<\/p>\n\n\n\n<p>In other words, New Zealand legally requires a form of HACCP-based management in practice. The Ministry for Primary Industries (MPI) reviews and registers RMPs and supervises facilities accordingly.<\/p>\n\n\n\n<p>For pet food factories producing for export, the RMP must also address the standards of the destination country. For example, if the products are intended for Japan, specific safety certification requirements for Japan must also be met.<\/p>\n\n\n\n<p>In addition, New Zealand enforces strict biosecurity regulations from the perspective of preventing animal disease, and pet food manufacturing is managed within that broader regulatory framework. However, manufacturers are still responsible for producing safe and hygienic products in compliance with general legislation such as the Feeds Act and the Health of Animals Regulations.<\/p>\n\n\n\n<p>In particular, the Health of Animals Regulations establish raw material safety requirements, including restrictions on the use of certain bovine materials to control BSE (bovine spongiform encephalopathy) risk. In addition, manufacturers are expected to follow Good Manufacturing Practices (GMP), and guidance indicates that products must be protected from physical, chemical, and biological hazards.<\/p>\n\n\n\n<p>There is no routine government system under which agencies such as the CFIA inspect and certify pet food plants on a daily basis. However, FeedAssure, a HACCP-based certification program operated by the industry association ANAC, is widely used, and many major pet food plants voluntarily implement HACCP systems and obtain third-party certification.<\/p>\n\n\n\n<p>Export-oriented manufacturers and premium brands may also adopt preventive control plans aligned with ISO 22000 or the U.S. FDA\u2019s FSMA requirements. The diagram above illustrates the differences among ISO 22000 (a food safety management system standard), GMP (Good Manufacturing Practices), and HACCP (Hazard Analysis and Critical Control Points), showing that ISO 22000 is a comprehensive standard that integrates HACCP principles with management system requirements.<\/p>\n\n\n\n<p>GMP provides the basic foundation of general hygiene control, including facility sanitation, employee hygiene, and standardized manufacturing procedures. HACCP builds on that foundation by focusing specifically on the management of high-risk process steps. For example, in Thailand, compliance with GHP (Good Hygiene Practices) is officially required, and the DLD also issues GHP compliance certificates for export facilities.<\/p>\n\n\n\n<p>During DLD audits, inspectors review GMP-related items such as personal hygiene and equipment cleaning conditions, while also verifying CCP monitoring records and the actual implementation of the HACCP plan. In this way, GMP as the foundation and HACCP as the risk-control mechanism are operated in an integrated manner.<\/p>\n\n\n\n<p>In all four countries, manufacturers often make use not only of domestic standards but also of internationally recognized certification schemes. ISO 22000, for example, is an international food safety management system standard established by ISO, and it encompasses the seven HACCP principles in a broader management framework. In Australia, while AS5812 functions as the de facto domestic standard, major manufacturers may also obtain internationally recognized third-party certifications such as ISO 22000, BRC, or SQF when needed for overseas markets.<\/p>\n\n\n\n<p>Export-oriented factories in New Zealand may likewise supplement the official RMP system by voluntarily demonstrating compliance with ISO standards or U.S. AAFCO requirements. In Canada, HACCP-related certifications such as FeedAssure and ISO 22000 are seen as important indicators of reliability, and some pet food companies actively promote the fact that they are HACCP-certified. From a Japanese perspective, when outsourcing to overseas OEM factories, it is preferable wherever possible to choose facilities that hold ISO or HACCP-related certification.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Hierarchical Structure of Food Safety Management<\/h4>\n\n\n\n<p>Food and pet food safety management is built in layers, from GMP as the basic foundation, to HACCP as a more advanced risk-control system, and finally to ISO 22000 as a comprehensive management framework.
